The "special plan for the comprehensive utilization of metal tailings (2010-2015)" (hereinafter referred to as the "plan") organized and compiled by the ministry of industry and information technology, the ministry of science and technology, the ministry of land and resources, the state administration of safety supervision and other relevant departments was officially released recently. The comprehensive utilization of tailings is a concrete manifestation of implementing the scientific outlook on development, coordinating the harmonious development between man and nature, developing ecological civilization and building a resource-saving and environment-friendly society.
China now has 12,718 tailings ponds, of which 1,526 are under construction, accounting for 12% of the total. 1,024 tailings ponds have been closed, accounting for 8% of the total. The large amount of tailings deposit brings many problems such as resources, environment, safety and land. 80% of China's mineral resources are co-associated minerals. Due to the late start of China's mining industry and uneven technological development, there is a big gap in smelting technology between different periods, and a large number of valuable resources remain in tailings. For example, the total iron grade of China's iron tailings is 8%~12% on average, some even as high as 27%. Based on the current total iron tailings stock of 4.5 billion tons, the tailings are equivalent to about 500 million tons of iron. Generally, the gold content in China's gold tailings is 0.2g ~ 0.6g/ton. Based on the current total heap stock of 500 million tons, there are about 300 tons of gold in it. Non-metallic minerals in tailings are not only abundant, but also have some potential characteristics of high value-added applications. As technology advances, its potential value will far exceed that of metallic elements. If these tailings resources cannot be comprehensively recycled, it will cause great waste. In China, the comprehensive utilization rate of industrial solid waste is about 60%, while the comprehensive utilization rate of metal tailings is less than 10% on average. In contrast, the comprehensive utilization of tailings lags far behind other bulk solid waste. Tailings have become the bulk solid waste with the largest industrial output and the lowest comprehensive utilization rate in China.
The development target proposed in the plan is that by 2015, the comprehensive utilization rate of tailings nationwide will reach 20%, the increase rate of new tailings storage will decrease year by year, and the reclamation of the tailings storage with safe closure will be completed by 50%.
Comprehensive utilization of iron ore tailings, comprehensive utilization of nonferrous metal tailings and comprehensive utilization of gold tailings are included in the key areas of comprehensive utilization of tailings in the plan. The key projects involved in the plan are divided into five categories, about 500~700, with a total investment of about 54 billion yuan. The first is the recovery of valuable metals and other high-value components from tailings. The second kind of tailings is the overall use of building materials production. The third category is tailings filling goaf and open pit. The fourth is the agricultural use of tailings. The fifth type is tailing pond reclamation.
From multiple perspectives, the plan proposes six measures to ensure the smooth development of the comprehensive utilization of metal tailings. Strengthen government policy guidance and financial support; To strengthen the forward-looking, basic scientific and technological research on the comprehensive utilization of tailings, and establish a standard system for the comprehensive utilization of tailings products; To implement effective supervision and management; Strengthen publicity, improve tailings comprehensive utilization awareness; We will step up exchanges at home and abroad.
In particular, the central and local finance should be strengthened to support the comprehensive utilization of tailings. We will promote the inclusion of standard tailings comprehensive utilization products closely related to government procurement into the scope of government procurement policy support.
At the same time, for tailings comprehensive utilization efficiency of enterprises or projects in the allocation of resources and land use and other aspects to give appropriate encouragement. We will increase support for the technical transformation of comprehensive utilization of tailings. Establish tailings emission reduction responsibility system. For the mines that have been built, the increase rate of new tailings storage should be reduced year by year; For new mine enterprises, the comprehensive utilization rate of tailings should be more than 20%; Where conditions permit, comprehensive utilization of tailings should be combined with mining and ecological restoration at the same time. We will introduce mandatory measures for reclamation after the closure of tailings ponds, study and introduce stricter restrictions on land requisition for new tailings ponds, and preferential policies for the use of vacated land after the consumption of tailings and increased land resources after the reclamation.
According to the plan, the comprehensive utilization of tailings is not only conducive to improving the comprehensive utilization rate of resources, reducing the occupation of land and protecting the environment, but also the fundamental solution to eliminate the potential safety hazards of tailings ponds.
