The "Access Conditions for Rare Earth Industry" (draft for comments) covers production layout conditions, production scale, technology and equipment, energy consumption, comprehensive utilization of resources, environmental protection, product quality, safe production, occupational hazards, fire protection and social responsibility, supervision and Management and other aspects have made relevant regulations. 

The "Requirements for Access to the Rare Earth Industry" (Draft for Comment) proposes in terms of production scale that the production and construction scale of light rare earth mining enterprises should handle no less than 300,000 tons (1,000 tons/day) of ore per year; the production capacity of ionic rare earth mining enterprises Should not be less than 3000 tons (REO, in terms of oxides) / year. It is forbidden to mine monazite and other rare earth minerals with radioactivity and serious pollution. In terms of technology and equipment, the development of mixed rare earth mines and bastnaesites should have a complete three-waste treatment system, special waste rock yards, tailings ponds and ecological restoration facilities. The development of ionic rare earth ore should adopt the production process suitable for resources and environmental protection requirements such as in-situ leaching, and it is prohibited to use heap leaching and pool leaching beneficiation processes. After mining, backfill and vegetation restoration must be done. In terms of comprehensive utilization of resources, the mining loss rate and dilution rate of mixed rare earth ore and bastnaesite shall not exceed 10%, the beneficiation recovery rate shall not be lower than 72%, and the recycling rate of mineral processing wastewater shall not be lower than 85%. The recovery rate of ionic rare earth ore mining and dressing shall not be lower than 70%, the recycling rate of mineral processing wastewater shall not be lower than 90%, and the vegetation restoration rate shall not be lower than 90%. In terms of supervision and management, new construction, reconstruction and expansion of rare earth mine development, smelting separation and metal smelting projects must meet the above access conditions. Existing rare earth mine development, smelting and separation and metal smelting enterprises that do not meet the above-mentioned access conditions shall, in accordance with the requirements of industrial structure optimization and upgrading, and under the guidance of the national industrial policy, through mergers, mergers and reorganizations, technological transformation and upgrading, etc., within a time limit.
